Tanner's high school teammate and good friend Kai Wilmont, the 2013 Nike Cross Country Nationals champion is at Wisconsin. May explain a little bit and give Wisconsin the edge in his choice..

The seven regions would be California, New York, Northwest, Northeast, South, Southwest, Midwest.
Have the top 2 teams of every region qualify with 4 at large teams.
And have the top 10 individuals in each region accepted, but you are only accepted as an individual if you are in the top 10. So team qualifying runners like Anderson and Maton in the northwest would finish in the top 10 and displace, therefore only 7 or 8 individuals would qualify from that region.
You would end up with somewhere around 50-55 Individuals every year.
So you end up with races of around 175-185 every year. I'm fairly certain the Balboa course can handle that number, with some minor tweaks to width of path. This system would guarantee the individual favorites would still get to wage battle for the oh so historic foot locker title. But also add the legitimate team race.
These changes would force CIF to move the california schedule back a week, but it would also allow all the divisions to be merged in one race for the regional. It would be like the New Jersey meet of champions. All in all, I doubt this will ever happen. Nike and foot locker are too stubborn and selfish in general to settle their differences to make one true national championship. But we can dream.
Finally someone's talking sense. And if the course can't handle that many people, just move the course.
There is a hard qualifier, place in the top 10 at one of the regional races. Tanner did not. He should not be able to race at Nationals.
The issue with this is the fact that Tanner couldn't possibly run the FL qualifier AND NXN. They are on the same day, which gives him much less of a "choice" than you make it out to be. I would love to see the winner of NXN given a birth to foot locker, especially in the case where the kid is from a region where you can only run one of the meets and is choosing to help their team.
