Again, I'll argue with your logic; if the only milers on earth are the ones who have won good 1500m races, then there aren't very many milers.
Would you argue Centro isn't a miler? Leo? Willis?
They don't have resumes filled with winning stacked international 1500s either.
Furthermore, how many dedicated milers have gone under 3:29 multiple times? Guerrouj, Lagat, Kiprop, Morceli, Ngeny. There are 14 Olympic and World Championship Gold Medals in the 1500m among those five men.
A guy who runs multiple 3:28s while training for other distances, could absolutely be an all-time great miler, with gold medals in that event, if he so chose.
Imagine what Mo could run in the 1500 if he trained for it.
Lastly, despite Mo's good times in the 5k/10k, and his medal count/dominance in those events in recent years, what does he rely on to win those races? Slow tactical starts, followed by lightening fast finishes. And what type of runner usually relies on those tactics to win 5ks? Milers!
