Tamagno is a lock as German Fernandez was when he qualified for FL finals.
Tamagno > Hunter
Hunter hasn't been pushed AT ALL this season, yet still ran under 15 minutes four times this season. He is a big meet competitor. Watch his Penn Relays race if you have Flotrack pro if you don't believe me- I don't think anyone would have predicted he could have risen to that level of competition and yet he did. It would not surprise me if he won the whole thing, never mind being the top junior.
The course at mt. Sac will be less than ideal for regionals. There has been a considerable amount of rain dumped on it this week and expect more during race day. There should be some unexpected results.

The rain course was used in 2007. German Fernandez and Jordan Hasay won that year.
Yea there is that no name unknown apparition,,,,,from some ghost town in Utah. Don't know his name or if he even has one.

Haha, it must be pooling there.
However, it's only water. I've run races through ocean surf. I think the course will be okay as long as it's runable, and not flooded or too muddy to run.
