There's nothing in the rules that says this. The rules say 4 of the 6 members of the 4x1 and 4x4 pools must be the four athletes (including alternates) entered in the 100m and 400m.
The other two members of those pools, and the two additional members of each gender in the mixed relay pools, may be selected at the discretion of USATF, with the only stated requirement being that the athletes must have competed at USATF champs, in any event.
In the 100, she didn't have to run faster and it was also like 20 degrees cooler for the final. In the 200, she ran the 21.61 with a +2.6 tailwind and the 21.94 into a -.4 headwind, which means she basically ran the exact same time twice you moron!
