I would say no particular time. It's more of a mindset
You might be a hobbyjogger if:
1) you love the rockNroll marathon series and paying 200 dollar entry fees
2) you think blisters are a running injury
3) you take days off from training to taper for your 5k
4) you think the Galloway training methods are most effective for you to do your fastest marathon race
5) you wear hydration belts for your 5k and stop to take selfies during the race while the clock is running
That's a good start to my list. I have respect for even slower runners who bust their butt off for a PR. They aren't hobbyjoggers

But that was the correct answer. If you're not a pro, it's a hobby. If you're looking for a softer definition, it's exactly what OvO said. The requirement is that you would not be lapped if you ran a perfect race against Kennster. So the cut off is around 13:40.
I don't think 7 minute pace should be the cut off. Any hobby jogger younger than 40 can run a sub 7. I think under 630 pace is appropriate, or maybe round up and say 21 minutes. Coming from no athletic background, I was running 5ks in about that time when I was a freshman. God did I suck.
