Looks like it's true:

WOW. Xinhua: female swimmer Chen Xinyi, who finished 4th, tested positive for hydrochlorothiazide (sometimes used to mask drugs in tests)

I don't think we should jump to any conclusions.

This particular type usually (but not always) involves Doper-Cheater-Liars-Made-In-China®.
Do not confuse this type with a non-doping-non-cheating-nice-Russian track athlete:

So much for the theory of that French dude who claimed that every swimming event now comes "with two or three doped in each final" (which he compared to athletics).

Xinhua says she failed a test taken AT the games. Maybe both are true?
Chinese swimmer Chen Xinyi has failed a doping test at the Rio Olympics, the official Xinhua news agency reported Friday, citing the Chinese Swimming Association (CSA).
She tested positive for hydrochlorothiazide (masking agent)

Even the richest US sponsors couldn't hope to mobilize the resources that the Chinese and Russian governments can.
CAS verdict is now in.

Seems that Professor Wu, former head of WADA anti-doping in Beijing, tried to argue (section 24) that there was a "shift of retention time" that might mean the A-sample is bogus (err, that's why there's a B-sample, no?), there was no harmonization of levels of detection (LODs) across labs, and some claim about "emerging contamination" with the drug in question (HCTZ).
The IOC expert (Ayotte, Montreal) admitted point 1, but said the results were still "consistent" which Wu accepted. For item 2, there is no LOD for the drug (see also Rio lab accreditation issues below), and point 3 was a point for future law (de lege ferenda).
Some other defense "expert" (Scott, of the eponymous Analytics), claimed that the drug wasn't performance-enhancing or masking as used, though WADA/CAS has never accepted this excuse before, and didn't here (if it's on the Prohibited List, it's prohibited, full stop).
Finally, the Athlete whined about the problems with the Rio lab, which had lost WADA accreditation twice before this year. She underscored this point in her conclusion.
She also claimed: she has a clean history (partially contradicted by the gossip that she tested positive by CHINADA before coming to Rio), she undertook a lie detector test (don't think she spent a million pounds on it though), and that she did her best with her vitamins/mediation (cold medicine Azirthromycin, and "birth control" of unspecified type declared on the form in #5, see #42 for the long list of pharmaceutical and traditional Chinese medications) to determine which might have caused the anti-doping rules violation.
However, none of that matters under the presence test, unless there is a balance of probabilities that contamination occurred, which was not shown to any degree here.
Moreover, the technical faults of the Rio lab were not seen as being capable of reasonably having caused the adverse analytical finding (many precedents apply similarly).

As far as possible in the time available, the Fed Univ of Rio tested her medications and vitamins:
Ubiquinaol BioActive, Liposomal Methyl B12, Chelated Mineral, Mega Antioxidant, Active Calcium, Leci PA-II and a Chinese vitamin containing phosphatidyl cholines.
Preceding RIo 2016 she also used: Levonorgestrei, Azithromycin Dispersible Table, Chinese Donkey Skin Gelatin, Brown Sugar Cube and Johnson's Baby Oil
No wonder she didn't win, she was only 12 different things, including the dopey Brown Sugar Cube.
