1. Are you on any medications?
2. You should get checked out to see if you have diabetes
3. There's something called Schrodingers (not sure the exact spelling) disease that has something to do with dry mouth
4. You could have a blocked saliva gland, in which case it may go away on its own. Chew gum or buy synthetic saliva (it exists).
Have you had this for a while, or is this something new?
I am on no medications. I've had this for a couple weeks probably but I really pick up on it at night when laying in bed. I'm pretty scared with the whole diabetes thing.
At first I thought it was just because I was due to the heat being on in my house but despite my urine being clear my mouth is 'telling' me to take a drink. This is really odd.
Just to clarify, there is saliva in my mouth but the best way I can describe it is my mouth is telling me it's dry and to drink but it's not dry.

Sounds like diabetes. I'd get to a doctor ASAP and get that checked out.
Do I just get a blood test or do I need to get something else done?
Yeah, also get your urine checked for glucose excretion.
I also want to apologize...didn't mean to scare you but it's just one possibility of many. It depends too if you have other symptoms (tired more than usual, increased hunger, increased thirst, sudden weight loss, sweet smelling breath and/or urine, etc).

Sometimes my mouth will feel dry when I am super hydrated. I have no idea why that is. It's like I am drinking so much water that if I am not drinking water at that exact moment, it feels dry in comparison.
a symptom of diabetes....but that does not mean you have it.

I get that to sometimes.
When running, suck on a Life Saver or cough drop, which will keep the saliva flowing a bit.
This is an offshoot of what a tribe of Indians did hundreds of years ago. They would hunt deer by running after them until they deer would drop from exhaustion. The Indians would keep a small pebble in their mouth just to keep the saliva glands activated.
Give it a try.
Do you have allergies? I wake up sometimes with a dry mouth from breathing from my mouth only and not my nose.
