How in the world can you do 3 x 1000 at your goal mile pace (if that is what you mean).
Unless you take 30 minutes rest inbetween each one, there is no way you should be able to do that.
Say you want to run 4:00 for the mile. You will have to do 3 x 2:29 1000's. Id be willing to bet if you can run 3 x 2:29 with equal or even 10 minute rest, then you can run a whole lot faster than 4:00, especially with 400's and 200's at the end.
That workout will work for the 3k. Say you are going to run 8:00. 3 x 2:40 with equal rest.
where are the rests?
If you can do 3 x 1000m at your true mile race pace in the same session and then add some 200s and 400s afterwards, you really aren't running at your true mile race pace.

I think he probably meant 2x1000 and with a long rest.
I agree that if you could do 3, you're probably already better than that.
I would modify the 400s and 200s to goal pace as well, but otherwise it is a doable session that would work, primarily for milers

Actually you'd have to run 3 X 2:30. 2:29 is a little faster.

1609m/240s=6.704m/s
1000m/6.704m/s=149.16 seconds, or 2:29.16 approximately

Um, negative because one mile = 1609 meters, so 2:29 would be CORRECT
My pb over the 1000m is 2:26, so maybe I could offer my help to pace for the first one and rabbit the first 500m of the second one...
