I think you are right to say “everyone is not doping”, but just think you say that for the wrong reasons.
Far from saying “everyone is doping”, I’m the rare exception on the other end of the extreme that suggests that even the “worst” estimates of “conservative” lower bound estimates of “at least 29%”, because of the methodology used, could be inflated, because it is based on an assumption that anonymity for “sensitive questions” like doping, guarantees survey compliance.
I’m also the rare exception to say that “red flags” like fast performances, and sudden jumps in performance, are prone to misinterpretation by those with incomplete knowledge, with a strong need to find confirmation about their predetermined beliefs.
I can only conclude that the “World Athletics” link is incomplete. I found the following Kenyans at “alltime athletics”, which only lists sub-10.10 performances: Ferdinand Omurwa, Mark Odhiambo, Kennedy Ondiek, Mike Nyangau, Maurice Wasike. If you think that is a miscount, please double-check for yourself that it is FIVE. There may be more that have gone sub-10.27, but that list isn’t that deep. Maybe it isn’t as “colorful” as you suggest, but 3 is really large enough for you to lose count.
