Worldwide this isn't the case. In developing countries and those ruled by theocratic governments, girls do not get proper educations nor the ability to rise beyond being chattel.
As for minority representation in US distance running, this is an issue that will take some time to remedy. Distance running is primarily an upper middle class white pursuit here. The best programs with the most talented coaching are mostly found at well funded suburban public schools and private institutions. First, you have to improve the level of coaching and talent identification in urban schools. Next, you have to build a culture that makes distance running an attractive and worthwhile pursuit for people of color. Lastly, our society and the denizens of our sport need to cleanse ourselves of deep rooted notions about race. For example, our police need to stop assuming that a black person out running is fleeing some sort of crime. Hitting closer to home, sites like LRC need to be friendlier on matters of race and gender. If a 14 year black girl thinking about trying cross country came upon this forum, she would very quickly dismiss that notion after sampling a few topic threads commonly found on the front page.
