Agree to a point. Obviously you have to consider number of kids.
I will go out on a limb here but I am going to say California, Texas, and New York will all have strong teams.
I think Hawaii will struggle.

Population by State is almost certain to correlate with XC success. Obviously this would need some tweaking, but it's close enough.

The Southeast has been a punching bag for cross country for years. Rightly so? Probably. But, I'd say the quality here is improving rapidly, with pockets producing solid teams and programs. Virginia is an excellent state for cross country. North Carolina has several high quality programs, especially in the Raleigh area. Williamson county and surrounding areas in Tennessee produce some great teams, i.e. Brentwood. Kentucky has a couple of good/great teams on an annual basis. Georgia is up and coming - Marietta was good a couple of years ago. Atlanta's northern suburbs have several good programs (not great yet). Florida does underperform based on population, but still has several good programs.
Vermont is probably the worst, in the smallest division there you can win state with a 17:00 5k

Everyone is sleeping on Mississippi but the young talent there needs to be acknowledged. They will be a top 10 state this year

In AL, the 96th 3200 time is 10:27.5
In UT, the 60th 3200 time is 9:48.2
In CA, the 782nd runner is 10:03.9.
This means that Utah>Cali>Alabama when adjusted for population. I used milesplit's database for this because coaches in AL religiously upload to milesplit. CA and UT probably have missing marks from the milesplit database, so in reality AL is even worse than they are comparatively.
