It appears that the stimulus payment will not be used to offset IRS debt previous owed by taxpayers. Obviously, paying back taxes will not really help stimulate the economy, when the money can be used to pay mortgages, rent, or to purchase necessities. However, with the IRS interest charges, etc., might want to consider using a chuck of that money to clear up your IRS debts.
My wife is a child support enforcement worker. If they have a intercept for your tax refund, it would apply to other payments as well, unless there is a specific provision in the law that exempts it. I don't think the law has even passed, much less filtered down to the implementation level. But I don't think you should count on that check.
I don't know anything about the loans, as her agency does not do that kind of collection, but I would think the same principles would apply.

IRS debt it different from child support payments. Again, this all depends on what is in the bill.

Mine is going to an assisted living center to help preserve our parents and grandparents.
how we got here is another story, but here we are. The only viable solution is not a job creator bail out, but an employee bailout. Close all business and schools for 6 months. All student loan wiped clean, rent and mortgage free(not on hold, but paid) for 6 months , and for 1 year a monthly 2k check.

Was investing in your daughter a bad investment? Why were you missing payments?
I am a proud Democrat, but a parent plus loan is certainly not what I consider a "human right" like access to food and healthcare. That's a choice.

The poster took out a loan, and apparently, he did not follow through with the terms of the loan agreement. The poster did not STEAL, and it is not THEFT. There is civil recourse.

First, taking money from someone and purposely not paying them back is theft. That was the intent of the OP, to steal.
Secondly we all receive things back from the government for our taxes paid. We are paying in to a subscription service like Netflix or Spotify. You do not need to pay into this service, there are numerous other options available to you.
You only owe $4 grand? Why not just pay that sh!t today and be done with it?

What has happened in this person's life that has left them in this state?

If they took out a ParentPlus loan, they most certainly maxed the federal loan programs first. Those fall to the daughter's name and could be in the neighborhood of $50,000. While she's dealing with those, the ParentPlus people have moved on to the co-signers, the parents.
