Others may loath all they want. Want a better place in the world? Then freakin' work for it! Educate your people, adopt democratic and secular reforms, and invite businesses to set up shop within your borders. If keeping a populace poor and in the dark ages is what the Third World loathers want, that is exactly what they are going to get.

There was a graphic during the TDF which said that the annual budget for the Discovery Cycling Team was $15 million. That's just what they put out to run the team, not the extra endorsement and commercial stuff that Lance gets by himself. That's a lot of money, and I imagine they're trying to get what they can while the getting is (still) good.
