Elite athletes like Rupp and Ritz all the time sign up for races, with the honest intention of being on the starting line, as planned, but sometimes they also enter knowing that they might opt out of running the event, after all. Injury isn't the only reason someone who has been entered into an event does not run. And sometimes injuries, or aches and pains, or not recovering after surgery as hoped for, turn out to be legitimate reasons for bowing out of a planned-for race like Chicago. If this turns out to be the case for Rupp and/or Ritz, then I'll respect this wise course of action.
Just look at the reactions to Drew Hunter's decision to run the 5k at outdoor nationals with an aching foot which, ultimately, led him to give up the spot he earned on the Worlds team. A fair number of LetsRun posters say he did a dumb thing - racing at nats despite a foot injury, while others applaud his determination to make the Worlds team instead of simply being a worrywart and pain wimp like too many others.
If, say, Galen competes in Chicago and does himself physical damage which will negatively impact his plans for a huge 2020, then LetsRun's finest will rip him to shreds. If he doesn't run Chicago because his plans have changed (for whatever reasons, including caution against doing too much after major surgery), then LetsRun's finest will still rip him to shreds! Ditto Dathan.
More power to Galen, and Ritz, and Alberto, and trainers, etc., for whatever they decide for Chicago. I hope they have a good laugh at all the know-it-alls who feel that anyone who doesn't think like they do is just plain wrong.

You can do a marathon on that. A lot of Japanese marathoners train on a shorter loop than that
