2) Were there pacers for a time faster than 45:23?
3) How was the weather?
4) What was Rupp's purpose for this race?
I suspect the answers were:

4) To not run a WR

i really hope Rupp gets the AR in the half marathon this year....
Galen Rupp (2:06.07) is the 15th-fastest marathoner of 2018, as of this moment. The 14 runners who are faster than him are either from ETH or KEN, which is handy, if you think about it.
MO is 17th (2:06.21).
