I've found two wallets in the last couple of years, both with substantial amounts of money, and got both back to their owners intact. One had about $2000 cash in it. The owner was a panicked-looking German tourist. Do unto others.

From my observations, most young folks who vote Democrat would steal the cash and still somehow justify it in their heads.
If i find a wallet im taking the money. its your responsibility to not lose your wallet.

Of course, but if a wallet is lost the solution is just as easy, give all the money back.
when I was around 14-years-old my brother and I found some money wrapped in a plastic bag hidden inside a hollow tree. it was around forty pounds, which today is a bit more than $50.
we split the money in half. I used my half to open a post office savings account which I promptly forgot about. around ten years later, going through some old stuff, I found the account book and transferred the money into my proper bank account by which time it had approximately doubled, so I now had as much as we found in the tree in the first place.
my brother used his half to buy an air rifle.
around eight months later he shot me in the face with the air rifle and we haven't spoken to each other since.
I guess the moral of the story is, hand it in. that way you won't end up getting shot for nothing, and, you'll be able to see out of both eyes.

Yeah I was going to say this is what I'd do. Although a trip to the damn post office is worth way more than 7 bucks.
I found a wallet last week on a sidewalk. I figured the owner was probably still nearby, because there was walking traffic, so I asked people walking by if they had lost it. I looked in it for contact info, and there were among other things, an out-of-state driver's license, $75 cash, a credit card, atm card, some business card of a place of an upcoming appointment. I didn't immediately find a phone number, but tried emailing the guy - no response. When I finished up my run, I took a closer look, and found the guy's phone number on a folded up fishing/hunting license and called him up. He came by on a bike 10 minutes later, and gave me $40 in appreciation. I would have been fine if he didn't offer a reward, and never considered taking the cash and mailing the wallet out of state.
On the other hand, I once found $80 cash on a wooden footbridge in state park (maybe more had blown into the raging creek?), during a late run where I didn't see many or any people. I pocketed that because there was no reasonable was to get that cash back to the person who lost it.
That’s an entirely different story finding cash alone without ID, wallet, etc.

Whatever you do, make sure you don’t make any kind of sacrifice on your part. Only help someone out if it doesn’t cost you anything.

What are you a toddler? Hold on to your wallet. It’s super simple. Were you sloppy drunk out in public? It’s the only way I can imagine a grown man losing his wallet, which would obviously be preventable.
Just to mess with them, maybe return the cards, cash, and everything else but keep the wallet as a reward.
Or put a few hundred extra bucks in there before sending it back.
I'll go one better than the lost wallet. When I was around 10-11 I found one of those gallon plastic tubs cheap ice cream comes in. In it was what I thought was a bunch of weeds so I took it home to my parents. We promptly went down to the police station to turn it in. Later I found out it was marijuana, never did hear another from the police what they did with it.

I'm a lifelong 37-year-old bleeding heart liberal. I've found wallets and returned them completely intact. I've had my own wallet returned completely intact, and I bought the woman who returned it flowers as a way of saying "thank you." Don't paint with such a broad brush next time.
