apparently the brussels track blake ran on is wider than usual "Its straights/curves are 75m/125m long, not the standard 84m/116m. It’s also known to be one of the widest tracks on the circuit". Had never heard that before
Bolt also ran 19.19, 19.30, 19.32, 19.40. Head and shoulders, literally, above Blake. The 200m was a joke for Bolt. I strongly believe he'd have been world champion in 2017 if he did that instead of the 100m.
Bolt could have run under 19s. If you gave him a +2.0m/s following wind in his WR instead of a -0.3 then he's running 19.05 right there.
Perfect wind, perfect day and 18.99 is not unthinkable.
Bolt ran his first 100m in 9.92 around the bend (insane). Then the next 100m he ran 9.27 into that headwind. I don't see why he couldn't run under 9.1 with a healthy following wind instead. He ran 8.70 in the relay.
