Hs freshman. Ran the 9:40 within a week of today (although with a fast race I think mid 9:30s is possible) and will be racing outdoors into May. Is 9:55 realistic for outdoors?

Can you run 200m in 15 seconds?
Yes you can. Actually those were my times last year. Given that you aren't going to peak in indoor you should be fine
(I ran the 9:40 as the last event in a triple and coming off injury in XC were I was basically half-anorexic.... but still you should be in the ballpark) What are your mile and 800 time?

Im sure he cant, but that was not the question. I think thats doable. Actually, come to think of it, my 3200 goal is +15 seconds of my indoor 3k. I think that is a logical goal
It depends on your mileage/fitness and race pacing.
