Most of your points are very valid (I know Leo casually and he's a very good egg) but if you don't think an olympic medalist is getting an appearance fee, I've a bridge to sell you. Doesn't matter that he's been crapping the bucket, he would run like sh** for 2 years and he'd still be getting an appearance fee, albeit MUCH smaller than the big ones he used to be able to command. All in all, I think he's always worth his fee, as he's great with the media and great with kids (the NYRR loves to have some of the athletes visit local schools and pump up the kids about running- Leo is really good at this sort of thing).

Its not like he was getting an appearance fee to show up. Even if he got a comp hotel or something it was not worth it.

Give the guy a break. He's had a long career. Achieved an Olympic Silver, NCAA title, US National titles, etc. Probably deserves the Olympic Gold maybe will get upgraded in the future. If the meet directors admit him that is their business. He is still a draw for certain demographics.
The usual thing to do when someone fast runs a bad race is to not say anything about it. It's not unusual for anyone, even a fast runner to have a bad race. Most any competitive race will have fast runners underperform by a lot if you actually look at the results and scroll down beyond the top 3.
For instance, in the Walmsley thread I did a quick look up of some finishers in the 2016 Boston Marathon. Here it is again.
I looked up the results of the 2016 Boston Marathon. I see 2:04 runner Tsegaye Mekonnen ran 2:22:21, 2:06 runner Michael Kipyego ran 2:27, 2:09 runner Jackson Kiprop ran 2:24:44, 2:09 runner Cuthbert Nyasango ran 2:22:02, and 2:11 runner Solonei Da Silva ran 2:24:54. That's just one race, and not counting the fast dudes that might have DNFed because they were just as slow or slower on that day.

Leo might have done himself a favor by moving up to 5k and kept his strength.
He has said over and over, Im a 1500/Miler guy.
Yes he was competitive but no more at a world class level.
If he follows this path, we will continue to see the embarrassing decline.
