Which marathon would you recommend for someone who wants to break 3 hours for a marathon in late September or early October?

In the northeast there's the Steamtown Marathon in Sranton,Pa.
There's this little town in northern Illinois, near Lake Michigan. It's called Chicago, maybe you've heard of it. Anyway, they put on a little race and I hear the course is quite fast.
I should have stated that Chicago is out since the person already has run the there and wanted to try another marathon.
I was looking for other marathons in early October or middle or late September - preferably in September.
twin cities is fast and awesome.
portland is pretty quick but small.
