Talk to your coach about it. Ask him if your form is crap going uphill. Either way, I would practice uphill strides to try to improve form and power.
Ultimately though, this comes back to endurance. Either you are going to fast uphill for what your ability is, or you are not in good shape. Add hilly runs to your normal routine.
Chances are you might be over-striding on the uphill. Shorten your stride, relax your shoulders, drop your elbows, relax your hands a bit, and make sure to quicken your leg turnover on the uphills. Practice with some hill reps and mix up the cadences to see what is most efficient for you.

The previous comments are good advice. As for racing, maintain you pace up the hill and then push on the downhill. This method will lower the chance of your body redlining on the way up which you have already experienced. You max out your heart rate, lactate threshold, etc when you push up. Maintain, let the other max out then pass them on the downhill.
With all of that said, listen to the previous comments as well. Good hill training. Good form is necessary too. Also, learn how to run downhill as well to keep you from injuring yourself. Talk to your coach about this too.
