Yeah you can run unattached, of course not in dual meets or anything. Just go to usatf meet search and find races in your area, or just search california races
You wouldn't be able to compete in state meets, which in my opinion are the most fun and competitive.

Yes, you would be locked out of state meets (and obviously any high school meets) but not Footlocker and NXN.
I used to compete unattached at college meets when I was in high school. I heard that the NCAA was planning to change the rules to make this impossible, but I'm not sure what came of that.

Actually, this is a very good question. Can unattached hs runners compete in NCAA-sanctioned meets? Anyone know?
can't say i know what defines an "ncaa-sanctioned" meet; however, in southern california a h.s. athlete can find some pretty competitive non-h.s. meets. there is a usatf socal grand prix for x-c that can have some reasonable competition, some college meets (ucr, csfullerton has a couple, vanguard, and others) as well as some usatf youth x-c meets, and of course footlocker. during track there are all-comers throughout the winter, and college meets such as ben brown and oxy distance carnival will have youth and h.s. athletes...

Don't be a fool. You can't compete in any HS CIF races during the season which is where 100% of California HS athletes compete. No one runs USATF meets since everyone is competing in HS or college races. You may be eligible to run some NCAA races but if you're not a top HS kid you are not going to be welcomed. Open spots are given to post-collegiates not HS kids looking for an alternative.
If you want to skip HS XC then road races are your best option. But don't be stupid; run on your XC tean
