nike made them for lance armstrong for the tour to use in his pre time trial warm ups since he was dehydrated and overheated in one of them in 2003. deena kastor used one before the marathon this year.

Cool Vests
In January, a team from the University of Georgia studied college distance runners covering 5-K in a 90-degree heat chamber with and without ice vests to cool their core before their efforts. The "precooled" runners finished 13 seconds faster, which is more than the gap that will separate many gold-medalists and fourth-place finishers in Athens.
Recently, the folks at Nike Sport Research have been working to design an improved cooling vest that places more of the body's surfaces closer to larger volumes of ice. Only field hockey players have tested it (successfully, Nike says), but Lance Armstrong and Paula Radcliffe were both trying the vest in early summer.

I doubt she will be using it again. It was very heavy, takes all night to re-cool, and the pre-cool effect gained from it was average at best.
The USA Triathlon team recorded great results using the lightweight Arctic Heat Cooling Vest
which can be used for training and also competition pre-cooling.
The science proves that cooling vests work, but like anything there are good products and useless products out there. Multi-national brand naming doesnt mean that it is any good.

Deena Kastor and the other U.S. Olympic women marathoners (and I'd guess the men) also used it, and the results speak for themselves (at least for here and Meb). Hell, she even mentioned it as an aid in her immediate comments post-race. Dave Martin also said they help. How much depends on the individual, I suppose.
No she did'nt. She had one but did not use it prior to the start of the marathon.

So she was just being paid by Nike to say she did in her post-race comments? And to tell me the same thing for a Running Times article?
She stated in an interview, I believe it is on her web site, That she did not use it before the marathon as she did not think it was that hot.
"From the beginning of my training for the Olympics, I had been truly respectful of the Athens Marathon challenge. We had done everything as meticulously as I could. As the workouts got longer and more intense in Mammoth, I was putting on more and more clothing all the time. I was ultra confident about my training. I had no anxiety. "Jen and Colleen and I went right into the Call Room, and put on our cool vests, as we had been advised to do at our Marathon Summit in May. They weren't ultra cold, just refreshing. We didn't start shivering or anything. As we relaxed and leaned against the walls of the building, hugging the vests to ourselves, we watched in amazement as the other athletes pulled on their sweats and long sleeves and went outside for a 15-minute warmup. It was absurd.

come on man, what a rediculous statement...everybody knows paula's results at the olympics had to do with a lot more than an ice vest.
Yeah heat stress was a major problem. She got sucked in to using and heavily promoting a sponsors product that had never been properly tested.
Not the first time and wont be the last time that commercial interests overide what equipment/clothing athletes are allowed to use or not allowed to use.
