While we're at it, why is the CEO a NASCAR guy? Maybe they had to look outside of the track world to be able to find competent people.
Nothing the Board or Stephanie does surprises me anymore.
If running for IAAF council is a truly demanding task and that is what she wants, then one might think she should resign as Chair and President. I assume being President of USATF is more of a demanding job than being Chair.
However, no way she resigns as President. The IAAF views the President as the head of USATF. If Stephanie steps down she doesn't go to Worlds, she loses all the perks and her chances to network for the IAAF Council are gone.
So resigning from the Board was the only option if she really needs to free up time.
A simple solution would be to stay as Chair of the Board. Why not do that?
There has been talk of legislation that would make it so the Chair of the Board has to be the USATF President. Neither the Board nor Stephanie likely wants an outsider to be the Chair. Stephanie by stepping down now makes a current Board member chair. If Steve does a competent job, then the membership may not feel as strongly as pushing through legislation to make the President the Chair of the Board. This is the safest way for the Board to ensure one of them stays in charge.

Hightower getting in the IAAF council has been an objective for her. The only thing that really is in her advantage, is that she's is the USATF candidate. Not female, not black, not 'young', that doesn't matter in the international stage, she's representing one of the most succesfull members of the IAAF. But still a seat in the council is not secure.
What I found is against her candidacy is that she couldn't come up with a real candidate to host IAAF's premier event in the USA: The World Athletics Champs (outdoor that is). USATF cooporated with UofO and Nike to have the showdown of the sport in an old and tiny stadium in a small town in the middle of nowhere. For a WJC that's okay, but not for the big game. How could she ever support that candidacy, with all her experience and travelling to major champs? Legacy isn't very high on IAAF valuetable and she should have known that.
IAAF would have had to host their major sponsors in a small college town, have them seated on an old stand, adding bleachers to accomodate public that make the event look 2nd tier on the global stage. That's not what the IAAF want and again she should have known that. With all the hardly used NFL stadiums in the country, a temporary track in a big venue in an well known city certainly would have given USATF an edge over wealthy oil-countries. Glasgow had such a track at the Commonwealth Games and it isn't hard to get that IAAF would love to have a WC in New York (NJ) or SF. But Hightower didn't have the power to put USATF's candidate in the right direction (IAAF wise). So, will she be taken serious by other representatives who would have to give a vote to her?

I was reading your post above and thinking "man this guy was so wrong (with World going to Eugene for 2021)." I applaud you for admitting you were wrong.

Stephanie is still President, she is still running for the IAAF Council, and Vice Chair is now leading the Board. So immediately it means almost no change. Long-term it opens up the possibility to less change as well if the new USATF President was head of the Board or if the membership decides to not go the route and remove some Board members.

Where is Conundrum and his percentage of sub-population (that results in a quota) methodology for this one? Why isn't he scouring this case for potential bias with his "math"?
Many people have accused Stephanie of running for IAAF Council because she wants to control all the things at the USATF level. I think this is an effort on her part to show that she is serious about the IAAF stuff, and that it wasn't just a power move to stay on the Board.
She can't step down as President yet because then she would be off the Board until after the IAAF election.
If she steps down as President after she gets elected to the Council, or at least announces she will resign at the Annual Meeting, then we would get to have a special election at the Annual Meeting for a new President for one year.
Within our country, USATF President, USATF Board Chair, and IAAF Council Rep are all volunteer positions. Very time consuming volunteer positions. Stephanie probably realizes that she isn't going to have the time and energy to do all three of these things at the same time.
I think this is a good move. I am pleasantly surprised by it.
While I very vocally supported Bob over Stephanie, that battle is over. Stephanie is who we have. I want our IAAF Council nominee to be serious about the position, and she's trying to show that she is. Good!
A large percentage of people here will criticize anything she does (or does not) do. he isn't going to back off from the IAAF stuff at this point, and she isn't going to step down as President before the election, so this is as good of a bone as you're going to get.
All I know is that when 2021 rolls around and Hightower is sitting on her throne at the IAAF, she will take 100% credit for bringing the World Championship to Eugene. Sorry Vin.

A. Positions: USATF’s officers shall be a Board Chair, President, Vice Chair, Secretary, and Treasurer. No individual
may be an officer of USATF who is also an officer of another national governing body.
B. Duties: The officers shall perform the following duties as well as any other duties prescribed by these Bylaws,
USATF, or the Board:
1. Board Chair: The Board Chair, who may also be the President, shall preside at all Board meetings;
The USOC did not like this arrangement and insisted that the Chair and the President be separate. So these changes were voted on and passed at the Anaheim meeting.

This new bylaw stated that the Board Chair may not be the president. Unless I'm mistaken, Hightower had to do this.
You are mistaken...
You are correct that the USOC wanted the position of President and Board Chair to be separate.
However, what actually passed at the Annual Meeting allowed the President and Chair to be separate positions, but they don't _have_ to be separate.
Your logic doesn't even make sense. If the USOC's wishes had passed in December, the change would have taken effect at that time, not now.
