What makes this situation even more challenging is the current issue that has evolved with Liliya Shobukhova, a former two-time World Marathon Majors Series winner, who is facing unresolved issues regarding athlete biological passport tests.
Shobukhova was banned, not from a drug test, but because of the stupid biological passport.
Of course people's blood values will fluctuate, which is entirely normal to have happen.

Will Jeptoo show up in NYC - if she thinks she is innocent then she should be there. If she knows she has been caught she will be the hell out of there. For once the robbery has been rumbled - Chicago stood to lose a lot of money as would would the World M M - i hope they have contributed to the testing costs, but i doubt it.
The article says that the B sample must be tested. This is not true. Once the A sample goes positive, the athlete can request the B-sample or not. There is a window in which to do so. I can't remember for sure, but it is something like 10 days, just to file the request. If the test was in September, then either Jeptoo has forgone the B sample analysis (unlikely) or has filed the request and is in the typical obfuscating phase of pushing its analysis as far back as possible.

Heres a timeline for an athlete taking every available day to delay:
Day 1: Sample Collection
(__ days for travel)
Day 2/3?: Receipt of A sample
Day 12: Test results occur
Day __(15)__: Athlete notified of Adverse finding
UKAD says notification is in writing ASAP. 2-3 days for snail mail?.*
Athlete has 10 days from the receipt of charge to request a hearing
Notice of Charge defines a date and time within 7 days of athlete's (anticipated) receipt of charge for B sample analysis.
Athlete responds y/n to request to be present in the B sample analysis.
Day 22: B sample Analysis, athlete/rep amy or may not be present
If B sample confirms A, then a provisional suspension is handed out confidentially to the related parties.
Day 25: Athlete requests hearing:
-expedited hearings occur within 14 days of the provisional suspension
- regular hearings' timeline is unclear, but presumably at least 14 days
Day 39 (at least): expedited (if opted) hearing occurs. regular hearing occurs later
Day 59: latest edge of the window to report results: it sounds like the NADO stays confidential up to this point unless the related parties release info, but could release its own info outside of this window.
So, 59 working days, and probably longer if the athlete really wanted to stretch it out. I'm guessing JTL is in a purgatory between the request for hearing, a (confidential?) provisional suspension, and a confidential appeal. Ullissi fastracked by not asking for a hearing, but probably opted for and waited for B sample analysis.
I believe Rita Jeptoo is coached by Claudio Berardelli, who also coaches fellow Kenyan drug cheat Matthew Kisorio as well as Jemima Sumgong, who tested positive but got off on a technicality.

But what if Buzunesh Deba was also taking PED's? You could have a Lance Armstrong scenario here where most of the top competitors are using PED's and it was still the best athlete who won the competition as the playing field was "even". As well as punishing the athletes, the coaches and managers of these athletes also need to be interrogated and punished as necessary.

After a bit of googling, I see that Eunice Sum, Duncan Kibet, James Kwambai, Stanley Biwott, Janeth Jepkosgei, Alfred Kirwa Yego and Nancy Lagat are all in Berardelli's stable.
So right now she's as guilty as Bernard Lagat, which technically isn't guilty. Agree that it is BS when a result leaks before the B sample confirms the result.

Not true. Lagat's B sample was tested, Jeptoo's has not. Right now, Jeptoo has an adverse finding. If no action is taken by her party in the given window, it will be a sanction. Given that the test was a while ago, this may soon be the case if the B sample still has not been tested.
