40s is not cold, unless you're going to walk the last 5 miles.
Wear a pair of cheap gloves for the first few miles.
Instead of cheap gloves, use a pair of cheap long sweat socks as gloves/arm warmers. Ditch them after you warm up. I used mine as sock puppets for the 1st couple miles before I warmed up.

To me, the rain would make this trickier. Also I find a big difference in 41 and 49.
If it were dry, I would go with short sleeve shirt, arm warmers, cheap cotton gardening gloves (that I could toss once I no longer needed them), shorts.
Again, the chance of rain is a wild card and sounds miserable if it happens. If it is 40s and raining, it will feel REALLY COLD.
