It's not even close. There are summers in Texas and Arizona such that every single day is literally over 100. The fact that in Upstate NY you can get away with no AC says it all. In those cities that would not be feasible because your home would turn into an oven.
A year ago the temp in Houston was 107. I ran about 2PM that day but it was brutal. The average summertime morning humidity in Houston is 98%. The average summertime PM humidity in Phoenix is 12%.
I live on the Gulf Coast. We pretty much have a solid 3 months of 75 deg dew point and 77-79 degrees in the morning. Highs are usually mid 90s for most of the summer. We do get a circulating air flow off the gulf that keeps the dew point from spiking too high. Worst I have ever had is 80 deg dew point. Every degree above 75 for the dew point makes running substantially more difficult.
I also used to live in the Midwest. The heatwaves can bring about some pretty brutal dew points due to the lack of air circulation. When you get a big thunderstorm ahead of a warm front and stagnant air with a high pressure system, it is literally an atmospheric sauna. But, the heatwaves last about a week or two and you do not get more than two or three in a summer. The rest of the time the weather is down right wonderful, until it starts snowing in October.

I've always used air temperature + dew point to evaluate how tough the running conditions are.
120-140: Going to be sweating a lot, but not too much of an issue. "Sure is humid out."
140-150: Peak performance not likely. "This sucks."
150-160: Not going to be running fast. If in direct sun, not likely to run far either. "This is dreadful."
160+: Typically wouldn't try to run, and if so, slow and short. "I might die if I try to run."
Works pretty well, though in the west with extreme high temp and low dew points, you won't notice the sweat because it evaporates so fast.

Hopefully you realize that the 82% humidity did not occur when the temperature was 93.6.

Yeah, click on "table", it shows that the RH was 51% when the temp was 93.

It's 110 with 9% humidity right now (4:53pm) in my suburb of PHX. It might be down to 100 by the time I head out for a run around 9:00pm

I have run in this before (PHX in summer) and it is NOT that bad if you run out of the sun. I remember the run very specifically, because it was like no other run I've ever done. We ran an hour, the first half before the sun came up and the second half just after sunrise, and the difference was so much. Within 5 minutes of the sun being up it went from a merely unpleasant run, but not as bad as the east coast where I've always lived, to a death march.
As long as you hydrate and stay out of direct sun it's not terrible to run in high heat/low humidity.
You got a bottle of water and low dew point I feel like I can get out anytime anywhere yes even phoenix as long as its not 120 degrees. I remember I was out in the midwest and really worried about an 80 degree morning with a 70 dew point because I had overheated badly on a hour tempo run previously.
So, I am from upstate NY and now live on the gulf coast. The two are not even comparable. The hottest, most humid, most gross day in New York doesn't even touch the panhandle of FL. Every. Damn. Day. So. Disgusting.
