Worrying about times for a seven year old is counterproductive. I really hope you are trolling, but if not, I'd strongly advise you to calm down and let her be a kid for the next seven years.
She is not my kid, just a kid I saw running in a race a while ago and I just wanted to know how much potential she could have.

The time tells us nothing. Is she training like a nut? is she physically more developed than most 7 year olds? The time is nothing special anyways, but many other factors must be weighed.
I ran the mile much faster as a 7 year old. It does not seem all that great.
By the way, why do you care how much potential she has? Are you one of these adults who are not good enough to be what you really want to be, so you need to latch onto a kid for success.

I would tell her to pick a different event. I just heard rumor that a 6-month old crawled to a sub 2:00:00. That indicates a heck of a lot more potential that any 7:36 7 year-old.
Its nothing special, I've known, seen, or coached countless 7 year olds that can run that or better.
Is it competitive? Sure.

It depends on how she develops as she gets older and goes through puberty. She might end up being pretty good, or she might be completely average. Predicting running potential for a 7-year old is not really possible.
If she can run under 8 minutes in elementary school, then she will most likely be an above-average runner in high school if she sticks with it. But whether or not she'll be great hinges on many variables.
