The speed she can generate at a size that accommodates power, FAR exceeds the strength that you can generate at a size that accommodates, er, well,...probably nothing now that I think about it.

Just because she's on steroids doesn't mean she'll have low body fat or look conditioned.

I would say that she is sufficiently fit to fulfill the particular task of putting the shot.
The real question, though, is: would she be any better if she lost weight?
That's a tough one. With these athletes, muscle bulk, strength, and power come at the expense of some additional fat. It is unavoidable with that kind of training--however, they CAN be TOO fat, when the mass is too much to accelerate across the ring.
She looks pretty blubbery, she could probably stand to lose a few lbs, and her performance would improve.
But as it stands, since she WON this competition, she was clearly sufficiently FIT for the task!

To answer the original question, she is one of America's top shotputter because she puts the shot farther than others. That's how.
Sexism? Half the NFL lineman look like they may have a heart attack any moment. I don't care how much lifting you do, it is well established that carrying extra weight in the chest is particularly dangerous.
Every single elite shot putter I've ever met has amazed me with their athletic ability. From touching an eight foot ceiling with their toes to leaping over a high hurdle from a stand still. They're like polar bears. I've learned to never question their agility. But yeah, they would have trouble making a JV cross country team. So I am a better athlete.
