definitely if you have the prerequisite speed. you need to adopt a weight training program that helps you build some explosive power. squats for strength and cleans are great for sharpening you up. train long to short IE tempos///longer intervals///medium//short as the season progresses. keep doing a weekly long run. hill repeats are great 15-20 seconds all out. eseentially you need to get some "pop" to get around the track fast. im sure you have plenty of endurance from all the 5k-10k training so use that to your advantage. cut the rest as much as you can without sacrificing the quality of the reps. everyone has their own training philosophy and this would be mine. goodluck!

Yes. Sprints, drills, hill sprints, power, weights.
Definitely possible if the speed potential is there. If dropping to the 400, The first year will be more about the transition from slow twitch to fast twitch/speed endurance, the second year will probably be more successful.
Dropping to the 800/1500 will be a smoother transition. You should transition to whichever event you think you would be most successful at, don't be afraid to make a change.
