Are you doing lower body stuff or just upper body & core? If lower body, then I'd say definitely do it on the easy days. If not, then it's probably not a big deal either way. I'd personally also stick with the easy days, simply because I'm usually not in the mood to do more stuff after a workout or long run.
IMHO, definitely on quality days. Leave the recovery days for recovery. You need downtime in every dimension (CNS, physiological, psychological, etc.) and weights on recovery days will not allow that to happen.
The only way I could see someone doing them on off/easy/recovery days is if they were doing longer distances (10k+) and even their quality work was purely aerobic. Even then I would say they would have to lift for maximal strength and keep it predominately alactic (3-4 reps/set max). That way different energy systems could rest and glycogen levels maintained while still getting in good sessions.
First, I can not IMAGINE doing a weight workout after a long run.
Second, go with the hard days hard/ easy days easy philosophy. Your body will thank you.
I've been playing around with this.
If you are a pro athlete with the ability to do a workout in the AM and then nap and do a workout in the PM, then I would lift on hard run days.
If you are a chlub like me..., lift on any day you can fit it in your schedule.
I've found that the more I lift the less toll it takes on my body. If you've been lifting for six months a lifting day will seem no harder than a medium day.
Also... lift heavy for lower reps. Gone are the days of reps of 10+
