The article spells it out very well.
Testing catches a very low percentage of dopers. The dopers are always one or 2 steps ahead of the testing technology. Some of the biggest doping busts have come, not from testing positive, but evidence gathered and testimony from other dopers.
Giving incentives to 'snitch' is probably one of the best tools to crackdown on doping in T&F.
The other positive is that using testimony from busted athletes allows the bodies to go after Drs, trainers and coaches the encourage and provide PEDs to the athletes. They should not get off scott free when one of their athletes pops positive. They should be banned from the sport along with the athlete.
