Cycling wont do much to improve running leg turnover. Hill sprints could help.Also try doing striders where you start off easy, build up hitting top speed in the middle, then float / decelerate the last 20 meters. So for 100m you would slowly accelerate for 40 - 50 meters, hitting full speed for the middle 30 meters, then coast/decelerate in the last 20m.

Improving cadence is obviously a neuro-muscular issue, unless you are massively out of shape and don't have the metabolism/economy to pick up your legs faster.
So how do you get your muscles to fire faster? I think you would be better off doing 3-10 short hill sprints/50-80 meter flat sprints at near 100% effort, with full recovery. Do it twice a week, whenever you feel up to it. Don't count it as a workout. You will feel the benefits when you are running race pace or faster.
