I like the fact he doesn't think he did anything wrong, yes. I much prefer that versus someone saying "Yes, I knew what I was doing was absolutely wrong and chose to do it anyway." There is a difference. You may be too emotional to see that.
I do think it's OK for him to continue coaching young folks that aren't super talented because that doesn't put him in a position to want to help them via doping. When you are as smart as Remi you know that there is only a certain place and time where PEDs can possibly be considered. It is not even an appropriate consideration for someone competing at a JC that is not international class; they have too much else to work on first.
People think PEDs are a magic bullet. They are not. They are the icing on a perfect cake. No cake, no icing. Remi knows that, and that's why I don't see him encouraging any sort of PED use at a JC. If he were coaching for a national team I'd say that's dicey.
Clearly the OP knows a lot more about this guy than I do, though, and I would have to defer to him in regards to Remi's shadiness. I just don't see someone that smart encouraging drug use for athletes at that level.
