no, that's not too difficult.
it isn't uncommon to do 8-12 400 off short rest at mile pace. a good predictor, actually.
That was one of Johnny Mac's main workouts with the Hogs, and they often did more than 12.
the workout you're suggesting is not that hard.
try this-
12x400 at 3200 pace with 20 second rest
its a classic on my team. back when i was only a 9:30 guy i could run pretty much the whole workout in 71's or 70's
How about 800s at 2mile race? Should recovery be just below run time?

The recovery length depends on what you're trying to get out of it. What are you trying to get out of it?
