Instead of putting money in lost causes like sub-elites, non-profits and other USA T&F agencies with missions to develop top talent should be pouring all money into developing youth talent. Grow the bottom of the pyrmaid or in marketing terms the top of the funnel, that's the only true way to develop american medal contenders. Spending money on sub-elites aka the middle parts of the pyrmaid really is short-sided.
We should have a long-term focus, and spend more time and money creating better youth leagues. The current High school system is okay, but even successful programs have too short term of goals. Most HS coaches aren't trying to build an athletes base to be used for the next decade. Instead their trying to win region and league titles, to justify their own jobs.
Nike has done a great job creating interest in the support through the creation of NXN, but I think this support should go a step further and move from just creating interest to playing a role in the development of athletes. Ways to do this might include
Spending more money on HS coach education, this would be similar to the USATF Level 1, 2, 3 certifications
Improving the middle school and USATF Junior programs
National training camps with national coaches that cost $ money to attend but with "scholarship" opportunities for young talent. These could span a week to even an entire month. Imagine a Nike XC summer program held in some high altitude location.
