Essentially, what coach Spangler is talking about is very similar to the training plan that was outlined by Dr. Martin and Peter Coe in their book "Better Training for Distance Runners." Coach Spangler may use different terminology, but the five systems are aerobic capacity, aerobic conditioning, anaerobic capacity, anaerobic conditioning and speed endurance. All of these systems can be stressed in different ways. The idea is that because there are five different systems, you can have back to back "hard" days which stress different systems. Therefore you will see super-compensation in both of the stressed systems when a recovery day is given.
From what I understand, this particular philosophy is not extensively used in college programs. However, it has been proven to be very successful if it is used properly. Coach Spangler seems to have a very extensive knowledge of how to use this program to improve his runners rather than injure them.
If you are thinking about how this system would affect you, simply ask Coach Spangler. If he is as good of a coach as it seems, he will be able answer any questions you have about the transition from your current training to his. As for whether you would be better at FSU or Florida, that is entirely up to you. Talk to both coaches. Ask them questions. If you are serious about running in college, take your time with the decision and make sure its the right one for you.
Hope this helps
