I am going into my senior year and hold PBs of
15:02 5k
4:20 1600m
1:55 800m
I am considering going to a D2 college and was wondering which ones were competitive/deep in xc/track?

With times like those you'd be a fool to not go to Western or Adams.
Depending on location these might be a better fit.
Chico
Grand Valley
Southern Indiana
If you are pretty bright check out Colorado school of mines as well.
I am a DII coach, so I'm certainly not knocking DII--there are many advantages. But I've never heard someone explicitly say that they want to run DII. Why DII specifically for you? Realistic shot to be All-American?
Dont get me wrong I would love to run in any division, D1 or 2 , NAIA etc ...However I am the type of runner that prefers a more "relaxed atmosphere" when it comes to running. I have heard that Division 2 is still very competitive with a smaller school atmosphere
Adams State dude. Absolutely relaxed atmosphere. look into it
I ran for Adams...go to Western State.
University of Central Missouri! Great all around programs with good facilities. Have not been super strong on the national scene in XC as of late, but they are good and have a great track program. Quite the tradition all around in a great conference.
If you are a east coast athlete look into Shippensburg University. Steve Spence has done some great things with the program over the years and knows how to peak an athlete at the right time.

What he said.
I chose Division II...
I am assuming you are an american. Many american runners who go d2 tend to not go too far from home so I will break it down geographically with schools who have consistently done well with american runners
Northest:
Umass Lowell
Shippensburg
Great Lakes Area:
Grand Valley
Southern Indiana
Midwest:
Missouri Southern
Rocky Mountain:
Adams State
Western State
Colorado School of Mines
West Coast:
Chico State
Western Washington
Good programs with decent funding:
Western State
Adams State
Grand Valley
Programs that do well with little athletic money:
Western Washington
Chico
Colorado School of Mines is an excellent choice if you are smart enough to cut it there. Art Siemers is one of the best coaches I have ever met. A couple years back they had a 10:10 HS 2 miler turn into a 4x All American in Cross Country. The school is hard, but another nice thing about Mines is you will get a good job when you graduate there.
Ashland University in Ohio if you're in the midwest area. Great atmosphere, team, coaching, and education. Here's what coach Trent Mack has done in the two years he has been there:
-2010 (year before Mack) XC team is next to last at regionals
-2011, missed xc nationals by 5 points
-2012, 13th at NCAAs
Had runners run:
14:13
14:25
14:45
1:50
1:50 (freshman)
1:53/3:52/4:12 (freshman, HS pr was 4:2x)
1:52/3:52/4:13 (sophomore)
I urge you to go wherever the best fit is for you, though. Why does everyone suggest Adams and Western just because they're always good? They're going to get good guys and their program is great so they'll always be up there, but let's try to spread out the love a little bit!
Western and Adams get solid guys, probably better than most D2 squads, but both programs still thrive on turning the average high school runner into D2 All-Americans (believe it or not). And the good HS kids that they get...leave as some of the top runners regardless of division.
So that is probably why people say Western or Adams. This kid could walk on at a lot of D1 schools. If he's going to drop down you might as well run for the best.
NOT Missouri Southern! Trust me....

Before you sign up for Adams or Western, log the daily temperature maximums and minimums for Gunnison and Alamosa from Dec 1 to Feb 1. Both are tough places to live if you are not used to subzero weather.
When you say you want a "relaxed atmosphere" do you mean a relaxed team?
If so then Adams or Western are probably not the place to go. They go hard 24/7.

Good point. Both coaches are nice people, and the most of the time both squads know how to have fun, but running is a serious business. You know that a day off means someone two hours away from you just gained a day - and from day 1 you learn that is unacceptable.
That's the great thing about the rivalry though.
For Dlll look into Jack Daniels in Brevard N.C at Brevard College. Loved running in the forrests of N.C.
FYI Adams state gets sooo much talent and really just train them into the ground. Shippingsburg sounded interesting though.
Adams does tend to get a lot of good talent, and they train HARD, but they do not run kids into the ground. Both schools carry a large roster and run hard, a few people are going to get hurt/not make it along the way.
What is Daniels doing over there at Brevard? He's been there for a few years now. No noteworthy results from what I can tell.
