An SAT score would be more helpful, but I'm going to say no. A 3.1 isn't really that great for high school work unless you were taking all AP courses or something like that and had passed the tests as well. As far as running goes, I would have to say that if you drop your times some more in xc then the coaches might be able to help you out.
That school costs A LOT of money and your grades and times are probably not going to get you aid. You are fast enough that they might find a way to get you accepted but I think you will end up paying most of that bill.
It's July 1st, and assuming you are going to be a senior this coming academic year, it is open season for recruiting. Why not just go to the web pages of the programs you are interested in and either fill out their recruiting forms if they have them, or email the coach with your stats. They will call or email you if they are interested. There are lots and lots of colleges in Boston and environs, by the way. With 3.1, Harvard and MIT are not options, but I have no idea about Boston College and Boston University - better to contact them directly.
I would think you could walk on there, but as far as getting in, I'm not too sure. If your 3.1 is out of 4.0 (meaning no possibility to get better than 4.0 in any class) then maybe.
