At the world level, yes, but not at the NCAA meet. 46.-mid is too slow, but 45-high or 46 flat puts a team in contention. Florida's lead runner split a 45.5 and he had the lead; he probably had a second or more lead on Penn St. Florida followed that with a 45.1 and 45.3.
