Not necessarily. I just think a large number of 3:40-3:45 guys is more indicative of a solid training program and a good opportunity for lots of training partners.
That Kyle Merber interview on Runnerspace (he said 3 guys finished behind him in 3:42, 3:43, and 3:43) just got me thinking about what program has a lot of 3:40-3:45 guys because having nobodies down to mid-low 3:40s shows a good coach with a strong group.

you'd want to look at results w/ walk-on athletes only... athletes who drop 15-20 sec/1500m in a season or two.
a good college coach should get respectably talented walk-on athletes to 3:40 - 3:45 and that would happen in 1-2 seasons.

Well Princeton has two with Mile conversions around 3:40 (Cabral, Callahan.) Williams at 3:44.97. I guess that's three since for some reason you're not counting the two sub 3:40s.
