I can see you argument. Lombard was a different case, and he came clean. Unfortunately, he was intimidated so much in his comeback, after serving his suspension, that he has given up athletics, in disgust. You can't blame him, as he was being treated like a criminal for an infraction that had little direct impact on anyone, aside from a few elite Irish athletes. The treatment he received was appalling. It is a depressing testament to Christian values, or the lack thereof.
The inference that there is a lot of doping in Eldoret is nonsense. No one from Eldoret (or Iten) has ever served time for a doping offence, despite periodic 'out of competition' visits to Kenyan athletes.
The only Kenyans to be suspended was Ngugi, and not because he doped, but because he did not agree with the high handed way that he was treated during the doping protocol visit by John Whetton (ex. British Euro indoor 1500 champion from 1970s).
Rothlin is also, surely, clean, after being tested more times than most of us have had hot dinners. Most Swiss are hard wired to be honest and act in an ethical way. That is part of their upbringing.
