I don't understand the all or nothing mentality, "forget HR based training as a primary metric". It can be useful. It's not the only answer, but it can be helpful.
OP - use the HR if that's what you want to do, but begin learning what a tempo run is supposed to feel like. Feel will ultimately be the most reliable way to go.
