I know of no 'good runners' training there. It is beautiful there, lots of national and state forest land covered in conifers with dirt access roads running through it. Ruidoso, slightly north of Cloudcroft, is a ski resort so obviously the area gets a good amount of snow most years. That said, 20 minutes away in Alamogordo there will almost never be snow. There might be a few small snow showers each winter, with no significant accumulation.

I was in Bolivia last year, spent a week in Potosi, 13,500 feet. Even walking up hills was tough. Can't imagine training there. Nice hectic city, though. Probably the largest city at that sort of altitude -- 150k people live there, I think.
Santa Fe, NM is at about 7800 feet. It has a population of about 70-80k. I would call it the highest "city" in the US. Leedville, etc. are pretty tiny places.
The largest city at altitude is actually Colorado Springs, Colorado, it sits at 5500-6700.
Gunnison is often the Lower 48s cold spot. Roads are packed with snow and narrow, no trails for 6 months a year.

Actually Santa Fe is more like 7200.
Summit Co Co is at 9000 feet and if you include Dillon, Silverthorne, Keystone, and Breckinridge you have some 30000 residents and 2x or 3x that on any given weekend.
