Since I was the first to pick him to win the steeple last year (on outdoor DIII thread) I want to be the first to pick Peter Kosgei. Any guy that is willing to run a 15k in July in sweats and also runs steeple has the right kind of physical and mental toughness for me.

I don't know much about DIII, but I'll second the vote for its "plastic cross-country" champ, Kosgei. Anybody who improved that much during an outdoor track season can improve much more.
Plus, he won't be beaten up by spending the season sorting out who's number one on his own team. I've seen that happen on some potentially-great squads--the guys compete in every practice to see who's where in the team pecking order, and they run each other into the ground by the end of the season.
