The "a-holes in the bureacracy of T and F" are unsure about whether or not this double amputee has an unfair advantage over able bodied athletes. This might sound ludicrous at first, but if you consider that this man's legs are half metal and therefore incapable of accumulating lactic acid or becoming fatigued, you might understand why the powers that be are a hestitant to allow him to compete alongside able bodies athletes. Did you know that he typically negative splits his 400m races (last 200m faster than his first 200m), which is something the typical pro 400m runner cannot do in a fast race. Of course, the reason he is able to run negative splits is because his prosthetics prevent him from accelerating quickly, therefore the first 200m is slower. So perhaps the disadvantages even out with the advantages. But at any rate, it's difficult to reach a firm conclusion about this and that's why the IAAF is hesitant to give him the thumbs up.
