My next door neighbors have two teenage boys and they love their basketball hoop. I've had to go out there at midnight to tell them to quit it sometimes. I dunno how the parents sleep but it drives me nuts, and I don't have a problem with kids.
My favorite kid quote is from Harmon Killebrew. He was out horsing around in the yard with his sons and his wife came out and scolded them for tearing up the lawn.
"We ain't raisin grass" he said "We're raisin boys"

That makes sense. My son and his friends occasionally allow their basketball playing to drag on after 9 or 10pm and I usually tell them to end it at that point.
Kids can certainly be noisy and it sounds like the offended neighbors are being douche bags. I also wouldn't be surprised to find out there is much more to the story than simply noise.
