Though I usually agree with your opinions, I have to disagree. I have seen out head coach consistently follow the seed time rules for meets like Stanford & Mt Sac over the years. A lot of our guys end up missing the fast evening heats even though they run faster than much of the fast heat field, and when I can go through the seed times and find many runners from other schools with seed times that they've never actually run, and don't run in that race.
When seeding, too many people are willing to assume that their runners will make a big jump on a specified day. Of course that does not happen, more often than not. It is much more fair snd honest to send in the fastest time the runner has actually produced, and hope that they will be that good or better on race day. If they do indeed have a breakthrough, then they can use their new PR as a seed for the next meet... no major loss.
