I was about half a mile from the I35 Bridge in Minneapolis when it collapsed. Within a week local officials were sorting through bids from contractors, and within just a few weeks up to 400 workers per shift were going 24/7 to build the replacement bridge. It ultimately was open about 3 months ahead of what was already a wildly accelerated construction timeline.
I suspect we’ll see some similar replacement schedule in Baltimore.
Minnesota had a Republican governor in 2007 and W was president. They got that bridge rebuilt in a year with clever contracting and incentives. In the 1994 Northridge, California earthquake, they rebuilt I-10 in three months under Pete Wilson.

Especially with autos as the Port of Baltimore is one of the busiest RO/RO terminals in the USA, I believe. For Sally, I don't think you need to worry about DEI in this situation as Harbor Pilots are often chosen for their familiarity with the channels. In some situations, they are groomed for the role (in a positive way) from a young age. It is a coveted role that is not just doled out to anyone.
