Don't look at where that would put him on the team. Look at where it would place in conference. If it isn't in the top 25, probably not worth the coaches time. His other events also make a difference, if he is even worse in the 100 or 400m there might not be a lot of potential. Teams have roster limitations, and this isn't HS. Colleges need guys who can come in and help now. And in my past experiences, the bottom of the roster, never score a point guys cause more problems than they are worth.
It might not be the right way but it is the way it is.

If the school had few sprinters and needed some training fodder that might be a better situation but it sounds like they have a lot of sprinters already.
Best pitch (if its true) to highlight potential due to little or no serious coaching in HS. But if he came from a quality program, that won't fly.
